The Spatialbiz plugin for FME can read and write Smallworld v5 data and is available in 32 and 64 bit versions.

The Spatialbiz plugin is an addition that can be used on the Database edition of FME.

More information about this solution can be found here:Spatialbiz plugin

My only thought is you would need to export to an intermediary format that is both 32 and 64 bit supported.

Example:

ArcGIS Pro to (64 bit)

Then second process to convert to Smallworld 5 (32 bit)

It's not particularly elegant, so I will be interested to see if someone comes up with a better method.
