By default FME Server attempts to start 2 FME Engines.
The following instructions show you how to change the number of FME Engines that are running on your system.
FME Server 2015 and Newer

You can configure FME to start the number of engines you want from the Engine Management page.In FME Server 2015, this can be found under Manage > Administration > Engine Management and in FME Server 2014 SP3 and on, this can be found by clicking the Engines tab.
From this page, simply change the number of engines from the default value of 2 to the number you want.
You can configure FME to start the number of engines you want by editing the file:
\Server\processMonitorConfig.txt
You should have an FME Engine license available for each engine you configure to start.
Near the end of the file you will see blocks of text intended for starting FME Engines.By default the lines for starting FME Engines 1 and 2 are uncommented and look like this: # Start FME Engine 2 CMDFMEEngine_Engine2=...REGISTER_SOCKET YANE 7070 Engine2 |log|attempts=5 WAITFMEEngine_Engine2=0.....
To start only one FME Engine comment out both of the lines for Engine 2 so they look like this:
# Start FME Engine 2 #CMDFMEEngine_Engine2=...REGISTER_SOCKET YANE 7070 Engine2 |log|attempts=5 #WAITFMEEngine_Engine2=0.....
