The attached example illustrates one way to achieve this. You can create a list based on a common attribute on the features (if one doesn't exist use an AttributeCreator to create one). Then use a ListBuilder to create the list. The output from the ListBuilder will be one feature with the list items. Then use a ListConcatenator and StringConcatenator to create the "where" clause.
